An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.This opportunity applies to applicants legally eligible to work in the United States.Qualifications:BA/BS Degree in land survey, history, law with minimum additional experience of 15 year(s) in GS-1373-11 Land Surveyor or equivalent OR Previously completed training in at least 6 years as a State Licensed Professional Land Surveyor, licensed in Colorado preferredMust possess:Experience as Federal Land Surveyor (GS-1373-11 or above), minimum 15 years-OR-State Licensed Professional Land Surveyor (state of Colorado preferred), minimum 6 years, or Certified Federal Surveyor (CFedS) certificate, minimum 6 yearsKnowledge or Experience of BLM specific manuals, CFRs, USCs, legislative authorities, public laws, etc. Examples:A.Knowledge and skills in records research and analytical reasoning, with the ability to apply those skills to the identification, analysis and conceptualization of survey and title problems, and the development of alternative solutions involving the resolution of the conflicts.B.Knowledge of the laws, regulations, guidelines, and policies concerning cadastral survey.C.Knowledge of title and boundary issues as they relate to water boundaries and riparian rights.D.An understanding of methods and procedures used to reconstruct such surveys and judiciously apply proper surveying principles.E.Comprehensive knowledge of written and unwritten property rights, such as adverse possession, and other complex land boundary problems.F.Competency in the search and evaluation of original survey evidence, and local survey evidence.G.The ability to recognize precedent setting or very unusual survey and title situations.H.A comprehensive knowledge of the history of the PLSS and the ability to locate extrinsic survey records. This may include research of timber industry, utility, transportation, railroad, tribal, agency, and other sources.I.Ability to recognize legal nuances and subtleties expressed in various legal opinions, decisions and court cases and apply as necessary.Experience required with Windows, MS Word, MS Excel, MS Teams, MS Outlook, MS SharePoint, Adobe AcrobatESRI ArcPro preferred but not requiredDuties:Conduct research on title and related documents for private lands in Rocky Mountain National Park as part of a retracement survey of Moraine Park. The project area is approximately 200 acres. Enrollee will conduct research available on-line and through on-site visits to the assessor?s office, as needed. The product would be a draft of the summary report that provides evidentiary review and research methods. The enrollee will work remotely from a location of their choice. The government will not provide workspace, computer, telephone, or storage space. The NPS will provide land survey, land status, and title records as available. NPS will provide cartographic and field data collection support, as needed. Field visits to Moraine Park will include walking over uneven and rocky terrain in snowy and wet conditions.
