The Bureau of Environmental Public Health is recruiting for its regional pool team in the vicinity of Tallahassee or Jacksonville. The position will report to a local Department of Health office and travel within the North and Central Florida regions to conduct swimming pool inspections.

Routine travel is required to inspect public swimming pools, and this is conducted in state-owned vehicles, rental vehicles, or personally owned vehicles, with full reimbursement of costs to the driver .

 

 

Your Specific Responsibilities:

This Environmental Consultant position is responsible for: performing permitting activities for public swimming pools in the central and north Florida region, providing consultative services to county health department personnel, professional engineers, building officials, owners, and other stakeholders on matters pertaining to DOH regulation of public swimming pools under Chapters 514 & 553, FS; investigating reported complaints and alleged statutory and rule violations pertaining to pools and performing related training activities, and regional worker duties.

 

Reviews and provides written comments on public swimming pools initial operating permit engineering applications in 23 delegated counties for statutory and code compliance per statutory, rule, and department protocols, and conducts initial operation permitting inspections of public swimming pools to assure statutory and code compliance and records finding per department protocols. Issues initial operating permits to those requirements. Determines and confers with supervisor regarding code interpretations and good public health and safety alternatives. Presents finding at variance Board meeting as necessary.

 

Provides training and guidance to DOH county-level offices, other state and local agencies, industry, and the public to conduct engineering plan reviews and inspections for public swimming pools for compliance with the requirements of statutes and rules. Activity includes oversight of co-reviews of original and revised plans for new swimming pools and co-review of modification plans for existing swimming pools.

 

Provides consultative assistance to and participates with DOH county health department personnel in field inspections of public swimming pools as required. Develop state rules, forms, and program manual for Water Programs.

 

Performs program evaluations in DOH county-level offices for Water Programs. Prepares final report and any required follow-up letters or reports. Monitors satisfaction surveys and provides feedback and corrective actions.

 

Review and develop Water Program evaluation protocols and tools.

 

Investigate and assist DOH county staff with compliance and maintains records of complaints and alleged violations reported to the regional office pertaining to public swimming pools.

 

Performs other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

 

  • Knowledge of general office procedures, program procedures, public swimming pool rules and laws, engineering principles, and basic water chemistry.
  • Able to communicate effective verbally and in writing.
  • Possess basic computer skills, including word processing, database, spreadsheet, and presentation software.
  • Able to drive alone in a state vehicle, a rental vehicle, or personal vehicle, with reimbursement to and from new pool inspections that are over 100 miles from base.
  • Able to work outdoors for several hours and for shorter periods in equipment rooms that are warmer than ambient temperature, and at pool construction sites that may have obstacles on the ground to navigate.

Preferred Qualificatons:

  • 2 years’ experience with health or building code inspections
  • Minimum of 1-year experience inspecting public swimming pools
  • BS OR BA WITH 30 SCIENCE HOURS
